Professor Liu is an internationally recognised expert in global governance, specialising in aerospace and aviation, digital transformation, artificial intelligence, and Arctic diplomacy. He has served in key international leadership roles, including Chair of the ICAO Asia-Pacific Expert Group on Unmanned Aircraft Systems, Chair of the Governance Committee of the International Association for the Advancement of Space Safety, and Secretary General and Chair of the Joint Authorities for Rulemaking on Unmanned Systems (JARUS).
He has led international expert teams in developing regulatory frameworks for unmanned aviation, adopted by over 70 countries and regions, and has advanced global initiatives on sustainable AI and space governance. Since 2009, he has contributed significantly to China’s regulatory and policy reforms in aviation, space, and digital governance, working closely with organisations such as UNIDO, ITU, UNCTAD, UNCITRAL, UNOOSA, and ICAO.
Alongside his policy leadership, Professor Liu has directed more than 50 national and ministerial research projects and is the founding Managing Editor of the Journal of International and Comparative Law.
